Site-Wide Notice Bar Plugin for WordPress
A slim announcement bar above the site: your message, an optional link, and a dismiss that remembers the visitor's choice.
Visitors can dismiss it, and the choice is remembered in their own browser rather than on your server, so there is no cookie to explain and no table that grows. The message is plain text on purpose: any markup you paste is stripped, and links go in a separate, sanitised field.
No page builder, no jQuery, no webfonts. One self-contained stylesheet, loaded only on the pages where the bar actually prints.

What's included
- A one-line notice bar printed above your header through wp_body_open, with a footer fallback for themes that never call that hook.
- Optional link with its own label and an optional new-tab target; the message itself stays plain text so no markup can sneak in.
- Optional dismiss button that remembers the choice in the visitor's own browser — nothing is stored on your server.
- Four placements: every page, the front page, archives and lists, or single entries.
- Background and text colours as six-digit hex, validated on save.

2. Open Settings > DF Notice Bar, write the message and tick "Show the notice bar".
3. Optional: add a link label and URL, pick the placement and the colours, then Save.
4. The bar prints after <body> opens. If your theme never calls wp_body_open() it appears just before </body> instead — still visible, just at the bottom.
5. To remove it: Deactivate, then Delete. The option row goes with it.
Questions people ask
Q: My theme does not show the bar at the top. Why?
A: Your theme probably never calls wp_body_open(), which arrived in WordPress 5.2. The bar then prints just before </body> instead. Add <?php wp_body_open(); ?> after <body> in your header template to get it at the top.
Q: Does the dismiss button track people?
A: No. The click is stored in the visitor's own browser storage under the bar's id. Nothing is sent anywhere, and clearing browser data brings the bar back.
Q: Can the message contain a link?
A: Not in the message field — that is plain text by design. Use the separate link label and URL fields, which are sanitised and rendered as a proper anchor.
Q: Will it fight a sticky header?
A: No. The bar is a normal block above the page, so a sticky header sticks below it once you scroll.
Q: Does it send anything anywhere?
A: No external requests of any kind.
